With the dark colored hat, I'd recommend something light colored to better contrast.

Foster's Facade works nicely, being the sort of civilian style gas mask you might see a cop wear, and it's paintable for lots of different potential looks to suit your tastes.

Do remember that you can also paint the Law! I didn't realize that for the longest time, and it really opened up some options when I finally realized.
