I'm going to say maybe 1 percent of game sales are from people buying the game just for the hat. The promotion brings the game to people who might not have known it if it weren't for Valve's promotion (hence the name promotional item).

All three's hats had paint textures that weren't used until later.

Double drop rate is the extension of the drop cap limit. So instead of being limited to around an average of 10 drops, you'll instead be limited to around 20.
