Honestly, Valve knows that there are so many people selling items for TF2, and they can't do anything if people are scammed. To be honest, they should. Just send them a support message with proof that they scammed you and their profile, and watch their ass get banned. Even if you don't get items/money back, they still get banned so it wouldn't matter.
