That isn't a rip off.. If anything, I'd consider that either fair or leaning towards him. Crown w beams is considered godly, and if you say the picklehaube is worth a set than you just traded 3 heads+the 2 guns for a hat worth about the same
It's not really a scam, man. 2 heads = $210, 3 buds and a bill's = $70-80 and $350 for a sunbeams Hustler's is an overestimation.

I generally make an assumption of how familiar with the game they are (and, as such, how much they know about their items' worth). Three factors go into consideration:
-Hours played
-Amount/quality of hats
-Rather or not they have a cat in their Steam avatar
If they have a low amount of hours played and only a few valuable hats & a cat in their Steam avatar, I typically don't have to use many bells and whistles. I enter the server, trade request them, they almost always accept, and then I ask "hey I'll give you some good guns for your favorite class for that X valuable item"

On the contraire, if they have a relatively high amount of hours (but still below the threshold I'll bother with), a lot of valuable items, and no cats in their Steam avatar, I typically get to know them a little. They've probably dealt with more blunt scammers before.
I might go Medic and pocket them for a while, and comment, "Those buds look pretty cool, man. Wanna open trade with me and I could give you a bunch of stuff for 'em?". Patience goes a long way with these difficult targets.

By the way, be persistent. Just because they decline you on the first trade request doesn't mean they're not willing to trade - they're probably in the middle of fighting or not sure of why you want to trade. Wait until the end of rounds or, at the least, until they die so they'll be respawning. Be sure to ask over voice or text chat, "hey, XTARGETWITHBILL'S, wanna trade guns and stuff with me?"
