What max play time do you scan for?
I've set it for 140hours max, and they either don't accept trade's or aren't trading the items -_-.
I keep it at 200, I just use my own discretion, anyone over 150 I don't attempt. Also

I saw it in his backpack and he had low hours so I sent him a trade casually hinting that I want it ("You have any sniper hats for sale?") And he said yeah so I asked what he wanted for it. He said medic or pyro hats and I said "Sorry man, got none of the sort, anything else you're looking for?" Then he just said I could have it, since he doesn't use it anyways.
