I saw a guy with 40 hours, and two vintage bills hats. He was like 10 and every time I sent him a trade request he declined. Except for when i traded him during a map change, then he forgot about the trade entirely. :sigh: Edit: Tried him again today. He said he was keeping them both for his friends who quit tf2.
