Well, scamming a Potato Hat is very unlikely. You need a bunch of random games, and if you own them all, you likely bought them with the intend to get the Hat.
Compared to other promos, where you just need 1 game and TF2, so many just bought the game and had no idea about the promo items whatsoever.
