How DO you get Moustachium, anyway? Does it drop? Do you need to make it in another game? (the latter would be an interesting tactic, motivating players to play a game in order to get stuff for TF2)

Apparently we've got a new element that allows the crafting of new items. Last time we got anything related to a new element, we were tasked with killing Silas to claim his Haunted Scrap Metal, and that was back during Halloween.
