This is definitely the cheapest option: Find someone who owns the game and make him share his games with you through Steam Family Sharing (Teamviewer comes in handy here) but it should be someone who can be trusted and who trusts you since it'll require him to log in onto your computer. After you get a game, all you'll need to do is to get proper achievements (Steam Achievement Manager comes in handy).
Or he could just get one of the glitched Iron Kurtains that people crafted back when the Black Rose was craftable.

Post to /r/pcmasterrace and /r/steam, write 4 or 5 paragraphs that feel good and criticize the size of valve and the lack of quality of their support, and make sure you get over 1000 upvotes. Then you'll get the attention of one of the staff members on there.
This is really sad that this is sometimes how to get valve support to do things for you. Repost it if it doesn't do well every 3 or 4 days. Posts like that get popular all the time; if it's written well and it doesn't get 1000+, it's just luck of the draw.
This is just frustrating, really. I have cards I need to sell, but I cannot access my steam inventory for whatever reason. To add to my frustration, I can't disable email confirmations for trades either since the support NEVER SENT THE EMAIL.
How does one start a community event with no talent? I have a few ideas I think would be fun, but all I could contribute would be Steam games.

Halloween spells applied to weapons will stay on it until you remove it yourself, but the effects will only show up during the full-moon thing (or when an eternaween thing has been used)

I like the icon it has, it makes sense for the intel on CTF maps to be full of kill contracts and other stuff you wouldn't want the enemy team finding out about
Contracts in CS:GO can be seen as items while viewing your Steam inventory, so this is most likely the same case.
