Valve doesn't give any items and/or consumables for free as a type of a refund or similar.
They only give out that ant hat with their desired effect on it for people who report some major bugs.

No, it's just a ripoff.
The problem with TF2 in China is that nobody plays it, so they use mods for CS 1.6 instead like Chicken Fortress, maybe that's what you're thnking of?
china is the aging grandfather of the earth and has laws preventing foreign companies from running businesses in china. sounds great on paper.. if your country was an agriculture state and it wasn't the year 2015, but this also extends to video games. Eg wargaming have to outsource to chinese companies that are technically and officially independent from wargaming.

They have some company publish Dota 2 in China at the very least, dunno about their other games.
IIRC there were issues with TF2 in China because opening crates is technically gambling by Chinese law.
Final Combat was merely a ripoff of several other brands, from TF2, to Battlefield Heroes, and some stuff from other games as well. although the game was merely similar to TF2 and said other games as it took some models and maps directly from the source, initially. Gameplay wise, though, it was completely different from tf2 and was far more close to your average Korean MMO than anything else.
There were a few interesting things about the game that set it apart from TF2, for example: RED and BLU didn't share the exact same model, customization was FAR more aggresive, and weapons could be upgraded by a p2w system to deal more damage, add effects and several other shenanigans.

Final Combat released various videos of their characters similar to the Meet the from TF2, they managed to release one of the Clown (he was way too similar to the Pyro) before Valve, people used to write "Meet the Pyro!.. oh wait".

I've been wondering this, as well.
The last recorded Community weapon given on the wiki was in July of 2014. While of course there's no actual complete list out there of all the owners, I think it goes without saying that they've certainly raised their standards for giving them out over the years. To put it in perspective, [URL="https://www.youtube.com/watch?v=c3zJcMlqWZA"]the two guys involved with this got community weapons in 2010.[/URL]

I remember seeing videos of Final Combat. It actually had a bit of a charm to it, and I'm sad to see it go.

Speaking of having charm and personality, while the original 'look' of Final Combat was definitely very TF2-like (with a lot of things being blatantly copied from the game), it does seem like the reworked visuals of the game in Metaru's post and other artwork look way more generic, ''edgy'' and tailored towards a teenage population. Looks like the game in later years lost even the part of its charm that came from trying to emulate/copy TF2.
I think it's safe to say that the gamer age group most obsessed with things having to be 'grown up' and edgy and not too cutesy-cartoony are, in fact, teens, especially early teens.
