sad thing is, not everyone can count on a buddy to play together things like tf2. even with a playerbase as huge as the current one, having a partner to unleash shenanigans on a server is a comodity, let alone a team.
this changes a bit on community servers were regulars know each other and you're often figthing side by side with people you already know but its hardly the same. as a result, teams aren't unbalanced solely because people less experienced or skilled tend to drop the game as soon as things go wrong, wich results in an even deeper gap between teams - and unless you really punish those who quit midway a game there is no way to force them to stay, nor to really balance teams - nor on tf2, or dota, or even CSGO.
even the team scramble some sourcemod plugins provide isn't really much of a help, since those who are often blocked from switching teams after being scrambled will simply leave.

Here's what I'd advice: A FP event server. We can't keep a server populated with quickplay funnelling everybody into Valve servers. What we can do is have regular, weekly events (possibly on a passworded server) where everybody knows when to come on and play. We can have some weeks where we just vote ingame for maps, some weeks where we have specific maps we want to play on. We could try a focused, competitive game of Asteroid or Mannpower, something you don't see much of at all. We could have a payload event, or an arena event. Hell, we could have Soldier vs. Demo or even Spy vs. Engi WAR! events. Maybe crazy custom weapons, who knows. The sky's the limit. It could be an all-FP event, or we could open it to randoms as well for a small amount of extra traffic during those events. I think it would be a good compromise that would allow everybody to play together, without having to worry about constant traffic.
