Yeah, it's an exploit. It was discovered within a few days of Jungle Inferno's release, and continued to grow more popular as time went on. I'm a little surprised Valve still hasn't fixed it, there's no way it hasn't been reported multiple times by now.

From seeing this kind of thing in the past - they'll leave it until it's the last thing on the list (or close enough too) because it isn't actively harming anything. A bit like the Civilian exploit and how it lasted something like 2 years before it was patched out.
Now, if that animation exploit could be used to crash a server, or people's games - then they'd have fixed it within a few days at most.

it can be used to grief or even gain a real advantage
there is no crouch animation for the contracker, so if you crouch while stuck in that pose, your hitbox will mismatch greatly, impossible to headshot
sniper's contracker animation is all in crouch, so same situation in reverse, but also you can stand behind an obstacle and have your model completely hidden while shooting people, I tried doing this on badwater and holy shit isn't it OP

Unless it crashes servers - I can see valve dragging this out for another week. It seems the kind of thing they'll just keep passing off to people working on TF2 because no one wants to fix it at the moment for whatever reason.
Hell, it took them [I]months[/I] to fix the Short-Circuit lag exploit, and then they only fixed it in the end because Delfy and his army of morons were abusing it on almost every server.

Do people still view exploiting visual bugs like this as a form of cheating? Since you can't see when their reloading and what not to take advantage of it. It screws with a lot of visual ques in the long run...
