I hardly see Spies use up their entire cloak on the run, they usually go somewhere else, throw on a disguise and decloak and try again. This would remove that option.

This sounds like a contradiction.
It would only slow the Spy down slightly, if any.
The downside would be almost completely nullified with the Cloak and Dagger or Dead Ringer.
If the Knife was like this, it would be like the Equalizer.
The downside isn't enough to make the other weapon worth considering.

Good spys would rack up way more HP than a buffed heavy if they are cautious and use the Dead Ringer.

Bleeding isn't even an elemental effect.
And I agree with this comment either way.
bleeding needs to have the screen effect toned down, or the afterburn effect needs to be made more annoying

So if you can't craft them, that means you'll have to complete an achievement or gain them via random drop.
Although, it would be nice for 9 new achievements for all the classes that got items. 1 item every 3 achievements.
I hope they put a good deal of effort into deciding the attributes. All the community weapons seemed to be ran through some, machine of sorts, and given boring attributes. I've talked about this with a friend, and in person it's easier to understand. Some items don't have depth, while others do.

I'm excited to see the Scout items. I think with the pistol, damage increases with each shot put on the target. So that with 4 successful shots, one can put alot of hurt on the target

If this isn't fake then it's a bs decision. But there really isn't a doubt in me that this is fake, no item is out of the limits of crafting now outside of event items.
