It allows them to be annoying, snotty and rude all in one [sp]aswell as a powerful shotgun, I guess that too[/sp]
I wish I screenshotted this Scout's loadout because he had all Strange Stock items with some weird Moist theme too them like "Moistmaker" "Mr. Moist" and "Moist Mallet"

Since Scouts, Snipers, and Spies have arguably the highest twitch skill ceiling of all the classes, they seem to consider themselves much superior to any other class, and by extension any other player. Thus they want to make sure you know it was them what killed you. As for scouts in particular I honestly think they pick up his character's attitude of brash lookatme! showboating and just roll with it.
