I think I've got it.
My only guess is that it's a reference to Terezi, a Homestuck character, given that the only letters replaced are A and E to 4 and 3. If it was normal leetspeak it would've read as [B]"C4N'7 Y0U 533 7H3 8L00DY 80M85"[/B] or something like that. Terezi types in all-caps and replaces As, Es, and Is with 4s, 3s, and 1s, there's no I's in the name, and I'm willing to bet that name was written in all-caps. No idea why there's random underscores and dashes, though. And Terezi is blind, and Demoman is the closest thing to a blind character in TF2. The "see the bloody bombs" might be a pun on the two character's impaired vision
