For anyone who's looking, with some help I found the skyboxes. Sweet, more Valve-quality skyboxes to map HL1 with. Since it's 1999, I can't think they're for anything other than HL2 (yeah, there's TF2:BoA too, but we don't know what maps it had, whereas we have a grasp on what 1999 HL2 is about).
They're all pretty great but City2 is a bit cartoonish/weird. I guess the 1999 City that a Skyscraper incarnation is set in was much more different than we thought. Either that, or it was a leftover Prospero skybox.

That's possible too, but I thought only the one starting with Hyperborea was the first one that made it into level form.
Also, if you look at the stars, you can see that it's the same pattern in all three skyboxes; which means all 3 of them are pasted onto the same common background (open them in your browser and alternate between them quickly to see what I mean). If this is true, then gives credence that city2 is from HL2, which means it's also from the same era when it was Hyper>Kraken>Skyscraper (which means it's not from 'hospital leather suit parasite' era).

There's no evidence or credence that the old agents/leather-y suit story ever really had assets or maps made for it except the flaregun mockup, which even then might not have been from the same era (the leather suit design could have survived into the Hyperborea era, but without the mind control element). Extremely unlikely, as much as I would have liked it to be true :)
Everyone needs to calm down already, there's no evidence these skyboxes were from HL2, and the fact that they're missing pollution when Marc Laidlaw stated that pollution was around during that era (but the Airex wasn't yet, mind you) skyboxes bear no resemblance to the oldest skybox we have, sky_spire01 - which is from the same era -, and the fact that the earliest HL2 background is also very different from these skyboxes raises questions about the legitimacy of the theory that they were made for HL2.
I remain highly sceptical about these textures. I do not believe they were intended for HL2, at all.
Do we have any clue what kind of city Prospero is set in? The artstyle in these skyboxes pretty different from HL1's, and the city skybox Prospero had bears little resemblance to city2 too.

The Borealis skyboxes we have don't look very polluted either, outside of being cloudy and having a little tinge of green whereas there's lots of fire and smoke and thick brown gases in city2 (if that's not pollution, then I don't know what is). The Borealis skyboxes we have probably aren't supposed to look or be polluted. Sky_hyper01 was from that era (see borealis_sea for it, it looks polluted very and surreal like other skyboxes of the era).

I never want to talk about foreign policy, how is situation in the world (IQ), how on your exchequer to server hosting for a year. I'm more interested in what is interesting to me (only). I am concerned about the question of why the game and mod every years getting worse and worse (quality assets). Why do I see the flat models (2012-2017)? why i see levels of linear path & gameplay (2007-2007)? why i see hackneyed plot (2005-2017)? Why do modern games ceased to be games (become food for Let's Players)?
Maybe it's time for progress or vice versa? We are going to develop impasse, have lost experience of previous generations and civilizations. We could not to save them. Epoch of neglect humanity.
That's what i'm interested in how to design a the game, they changed or developed conception of game element. Valve interested in their are ideally suited last minute touch up the game to the ideal state. Many companies still can not fix the invisible barrier before the release.
I am seeking the edge for threshold on ideal game formula.

Or possibly when the Combine were simply generic enemies until they settled on a name a while later. Its obvious that they had some kind of soldier enemy in by that time period as shown in this concept art, which is actually painted over Demo_arctic (or maybe the other way around?), as well as the dialouge you referenced:

As I said, the torture leather-y suit and agents COULD have survived into the Hyperborea-start era, considering the rightarm texture showcases a similar suit with the Hyperborea signature weapon, the flaregun. I'd say Odell's lines were definitely pre-combine though, I'll give you that much.

Prospero took place somewhere called 'The Library' and you'd travel to other worlds/realities using it, it was basically a fancy ingame level select for both Valve's own levels and user made ones

Definitely pre-Combine? As far as we know, all the early HL2 ideas (including the leather suit one and the three alien factions warring over Earth one, except for that very early one about dimension-hopping to kill more Xen aliens) have something to do with an alien empire(s), which could have end up being named the Combine. The presence of Combine Soldier-like enemies in that Hyperborea concept art could mean that repurposing their award-winning soldier AI for the new alien empire grunts was one of the first concepts that stuck.
Also, odtest7 shows that there's already a 'resistance vs empire' play going on now, so if that thing about Hyperborea being the first one of these ideas being made into levels is true, then that also means what ends up as npc_combine_s is also one of the first enemies implemented. Since odtest1 also references Kraken Base, I'm guessing that Skyscraper was already in that plot, which could mean those soldier conversation lines in sound/vo/sky are also from the same time as the odtest lines.
