Definitely pre-Combine? As far as we know, all the early HL2 ideas (including the leather suit one and the three alien factions warring over Earth one, except for that very early one about dimension-hopping to kill more Xen aliens) have something to do with an alien empire(s), which could have end up being named the Combine. The presence of Combine Soldier-like enemies in that Hyperborea concept art could mean that repurposing their award-winning soldier AI for the new alien empire grunts was one of the first concepts that stuck.
Also, odtest7 shows that there's already a 'resistance vs empire' play going on now, so if that thing about Hyperborea being the first one of these ideas being made into levels is true, then that also means what ends up as npc_combine_s is also one of the first enemies implemented. Since odtest1 also references Kraken Base, I'm guessing that Skyscraper was already in that plot, which could mean those soldier conversation lines in sound/vo/sky are also from the same time as the odtest lines.
This is the date on one of the sky voice files, from the internal metadata:

This is the internal date on anyway.wav in the Odell folder:
As pointed out by Barnz, Odell's line "That outfit assures you sure ain't no spy. Looks like it hurts gettin' into it," which dates to May 1999.
Also, looking inside odtest08.wav, there isn't any data suggesting it comes from May 1999. In fact, in many files including that one, there isn't any date info. Where did you get this information?
Speaking of this concept:

Gordon is clearly in the HEV suit, not a black leather-y torture suit. Just serves to steal credibility from the theory that the leather suit survived into the Hyperborea start era. And who says the HEV suit looks comfortable to get into?
Or possibly when the Combine were simply generic enemies until they settled on a name a while later. Its obvious that they had some kind of soldier enemy in by that time period as shown in this concept art, which is actually painted over Demo_arctic (or maybe the other way around?), as well as the dialouge you referenced
Even if the enemy force referred to early on ultimately became the Combine, it wouldn't be correct to address them by that title at this point in development as, by Laidlaw's words, "Plans for Borealis when we were planning HL2 were totally different from the Borealis we were thinking about by Ep2. ... I don't think we had even come up with the Combine yet." This is purely a matter of semantics.

But it fits Gordon like a glove! At least, the glove parts do.
As pointed out by Barnz, Odell's line "That outfit assures you sure ain't no spy. Looks like it hurts gettin' into it," which dates to May 1999, seems to be in reference to Gordon's original leather suit as it fits Marc's description of the outfit being akin to a "torture suit". This also rather interestingly ties this early notion of the darker agents/resistance concept directly to the resistance members described being onboard the Hyperborea/Borealis. This was all pre-Combine, of course.
I actually thought from Eli Maxwell concept that Gordon had to use leather suit for some time before getting to Eli's Lab and finally reuniting with HEV, or what's left of it (that would explain why textures in beta are incomplete)

The concept you're referring to is actually a concept of Doctor Kleiner, not Maxwell. I assume you're referring to this one, that is:

One thing is an evidence that shows lack of something (above concept), another thing entirely is a piece of evidence that proves the existence of something (below concept)

This proves that Gordon had leather suit when he had a flairgun. I highly doubt that Flaregun was in the game when Borealis wasn't. That ship concept might simply be later in the development.

Speaking of that picture, and the GYFTVs one, and the zombie in the machine room one... and the soldier one... every one with GAMESPOT on it, where do they come from? I mean, HL2 UP says that the first ever public image related to HL2 was published by Edge in 2002. And it was a "Next month" with the crowbar. So, were these screenshots and concepts, with Gamespot logo/watermark, published before that? Internally? Or were they published later, despite being obsolete at this point? Do we have pages with them somewhere on the Wayback?

The GYFTV screenshot and the Hyperborea concept art (and pretty much everything else from Final Hours of Half-Life 2) was given specifically to the Doritos Pope to publish the article. So while GYFTV is not the first screenshots published, it is indeed taken earlier than the ones published by Edge and is watermarked by Gamespot later.

All these images with the Gamespot watermark (+ other pictures without the watermark) are from Geoff Keighley's article 'The Final Hours of Half-Life 2'. The images were given to him by Valve specially for the article, and the shitty Gamespot watermark was put on them then. Ohh, now it all makes perfect sense. I knew about "Final Hours" but never read it before, thanks for the link.
Now that the topic of the Leather Suit has been brought back, outside of that flaregun texture, and another one (for Alyx? I don't remember), we got more info of it? How it would look? There are more than two textures of it?

""Gamers should trust us on quality issues, but we've pretty much emptied the account when it comes to trust on release dates." Fans, you have officially been warned."
Heh, yeah. You can say that again.

There are no assets we have other than the flaregun texture. The only other info available to us is in Raising The Bar: Uncorrected Proof, where Marc Laidlaw talked about that era. He also answered a few emails about it too, but I believe the emails contained the same information found in his statements in RTB: UC.
Uh, I don't understand. I looked in the metadata of the radio distress call, and there is nothing about a date.

I've previously extracted all metadata from the HL2: Beta sounds
https://paste.ee/p/5g3lP
I think not all sound editors properly pick up on this metadata. I just used a tool that searches for a variety of different metadata tags (there are about 15 different variations of how files are tagged)
In my opinion, I don't think the leather suit was ment to be given or replaced by some other character besides the GMan. The reason why is because marc laidlaw did mention that it was given be the Gman and hired to be one of their agents. Nor I really think that the suit is been replaced with the HEV suit and I what their coming from.
Yes the gloves has the same colour but if you look into detail, the gloves types doesn't match do to has it was made. The glove from the HEV suit has stitch lines and has no black leather on it. But the one from the old flare gun has no stitch lines but has black leather arounds his thumb, fingers, and wrist. It might be a possibility that the suit has been replaced but In my opinion, I don't see any evidence that supports this rather that there's evidence going against it.
You guys remember Red Katana's beta gasmask citizen? It's probably the best looking I've seen so far but it had some flaws, for example only one head model and 3 finger bones.
Well, I updated it, adding 5 finger bones, all male heads with working flexes and even with eyelids, CSGO SAS gasmask, no gasmask, longer apron and no apron bodygroups.
[t]http://imgur.com/j5DZEUK.jpg[/t]

It replaces all of the models, citizen, refugees, rebels and medics.
You can choose what you want to replace of course, and it has some optional stuff as well.
I made it specially for you guys.

SAS gas mask you say... :weeb:
Wonder if appropriately reskinned csgo sas hood would look fitting as well, either with the original mask or with sas gasmask.

Well, since we are talking about CSGO SAS masks maybe I should add the older one?

It's alright; Although, I wouldn't recommend that you do that sort of thing again.
Them grafted SAS masks from CS or whatever will never look good.
I was looking in the Source SDK prefabs and...
"newgame_spawnitems_all"
I noticed it has weapon_gauss on the weapons
"propeller_trap"
It has physics_prop instead of prop_physics
"pier_breakable_small"
It has missing texture MODELS/PROPS_DOCKS/DOCK01A
"fleeing_citizen"
Model is models/humans/male_01.mdl
"func_tank"
It has missing texture MODELS/PROPS_C17/HANDRAILMETAL002A
It plays sound: weapons/ar1/ar1_1.wav
"gman_overwatch"
It plays this scene: scenes/canals/gman_watching.vcd (do we have it?)
"combine_panel_detachable_1" and "combine_panel_detachable_2"
It has missing texture METAL/METALWALL078A (it is in retail but diff. path)
"combine_monitor_array"
It has missing model "models/props_combine/tempcombinemonitor.mdl"
"citizen_script_couchwithtable"
It has missing model "models/humans/male_03.mdl"
Most citizen scripts have models/humans/male_xx without group
On "Prefabs Portal" folder, it shows elements from the alpha stage of portal (Combine textures...)

On transition elevator it references "intro_lvl2"
On extreme elevator you can see how rooms might have looked like:

On extreme elevator, it also references "elevator_link", an entity not there.
All of these prefabs are in the Source SDK.
Edit:
dev/dev_windowportal is in window prefab.
Edit 2:
fleeing_citizen might have to do with e3_strider's fleeing gasmen?
