I have evidence to defend Valve; they were struggling with L4D2 when people rushed them to do it within a year, it scarred them pretty badly especially after the boycott despite the boatload of pre-orders.

See, you have to play their childish games on their level. Open a steam support ticket and say "Don't say anything within the next, like, two weeks if you grant me express rights to all Valve IP's."
Screenshot it and reply to all further cease and desist emails from Valve with it

The VA had other stuff that wasn't their property. Articles, footage. Not property. Now we don't have access to any of it.
Remember how the first time, with Mega, they asked to remove only certain files, but the rest was ok to keep? Now they went farther and demanded we give up on anything. This certainly looks like they lack any consideration for the fans. Which goes against their claims of always caring about the consumers and fans above all else.

They closed down, because 40 of 59 GB had an C&D on it, so they said, that it isnt worth while to call it an archive anymore.

Not "All of it", a significant portion of it was articles, press releases, and other totally fair-game data for public archival.
More specifically what's not "Ok" about this is how Valve has gone about it. Valve is totally in the legal clear to take down that stuff; But they'd also have a legitimate suite against SteamDB for trademark infringement and possible brand-harm, an easy case made with how many people mistake the @SteamDB account for Steam or its support, [I]but does that make it "Ok"?[/I]
These leaks (Sans the Junction-Point part, because that is tied up in another studio) don't hurt Valve in any monetary sense, just because a group of people have the VMFs for HL2:EP2 doesn't mean HL2:EP2 isn't going to sell as much; this shit is pretty niche and basically only effects this small community, and whoever at Valve made the asset.
Valve of old used at least be consistently ~Meh ok~ about copyright, I mean hell look at the TF2 "Meet The Team" titlecards, [URL="https://wiki.teamfortress.com/w/images/7/75/PyroVidSplash.png"]copyright LOLOLOL[/URL]; but this aggressiveness is new, especially for such a tired IP.

Perhaps Valve's either becoming more legally aggressive after getting involved in legal issues in recent history (like with the whole CS:GO gambling fiasco), or perhaps they've got some sort of HL-related title or titles (not HL3, mind you- I'm thinking more of like an HL-universe tech demo game similar to Lost Coast or VR title) in active development that they're trying to keep under wraps.

After obviously not even looking into it. The folder was full of stuff what was either legal to be shared (legitimate Pelpix leaks, well, at least it was claimed those were ok to go), or not even leaks but archived content, such as Worldcraft versions or HL ports and various alphas and betas (e. g. Steam VR Perf test). Now this is gone because the legal department doesn't care, doesn't even know what those files are, they are the corporation's blunt tool of enforcement and did not act selectively and with consideration.

My two cents on the whole situation...
I don't know what exactly has been said, besides the email that has been shown, but it does seem that the email was incredibly vague on what exactly needed to be removed. Further clarification should have been gained before taking any further action, especially given that it was not a formal request.
Immediately taking everything down from the website appears to have been a knee-jerk reaction. It's a good example why such valuable content shouldn't all be hosted in just one place and should instead be mirrored by a number of other sources.
