I'd say its 75% GameSpot's fault and 25% ValveTime's fault. ValveTime reported it in a hurry to get it out there without fact checking, but Gamespot was dumb for showing it as real footage.

After seeing this footage, I felt wax nostalgic enough to see the existing animations that ValveTime released in the past, and that video popped up in the suggestions feed. The thumbnail was identical, and sure enough, I found the exact same section that the clip was a part of.
