How about paint.net? It's free, and a pretty robust drawing tool.

Second this. At the very least you can use it for transparency. Makes pictures look a lot better without actually changing how you draw em. This is something I did in Paint.NET ages ago: [IMG]http://pixeljoint.com/files/icons/isometric_turntable.png[/IMG]
Same thing could be done in MSPaint, but the transparency makes it work better when sharing images in a forum.

I tried using GIMP 2 to draw once, the anti aliasing is very shitty there and I couldn't figure out how to disable it.
MsPaint is not a bad tool, but if he really needed a better program... there are, uh... ~~other~~ ways to acquire it
