Depends on the sphere. Ideally, it's audio, then animating. But in some spheres of animation, it's the other way around.

Low budget projects tend to do this. Or the ones that don't have much time on their hands. Anime, for example.

Some of the original Popeye cartoons did this, actually. They would cover it up the lack of lip sync by making the actors mumble their lines.
