it's hard to paint a compelling narrative when all of your characters are effectively popular culture icons and all the assets you're able to use are so universally recognizable that your characters just feel stapled to their designated roles like darts on a board
all the while the engine you're working in is limited graphically and cant, without extreme skill and a lot of time, render complex lighting and portray any convincing atmosphere

Even tho I speculate that the jury used a lotto system to nominate entries. Almost none of the finalists were good (i speak on my category I joined, Extended. Engie's nanites was plain boring and yet it went up to the finals). I enjoyed only Timeless Thief of all the winners.

It only really works with comedy videos because the characters, unlike Dota/CS and the like, can be made to work in almost any situation and setting by adding a couple of cosmetics, and their overall appearance allows for much better comedic moments.
Anything dramatic and edgy just doesn't work. I can't think of any example where it's worked
TF2 is very much a lighthearted comedy, making drama with it is extremely difficult, i don't even know how the comics manage to do it.
