I don't know about abs, though. I think of him as being bulky, but not really cut. Kind of like a lot of MMA fighters you see, or like Sean Connery in Zardoz.

I think that hale model wise is pretty perfect, the only thing i could nitpick is the moustache which is a bit bushier. Other than that yeah it's just a matter of showing his muscles well

Sure, but that's not what I was pointing out. Hale has been developed to be an unearthly strong man with ripping muscles. He is known for doing incredibly macho things, like wrestling apes and killing sharks with his bear hands.
Point is, he's made out to ironically copy superhero traits like a large shoulder-to-waist ratio, snappy one-liners and impossible things. He could stand to use a little more muscle definition to live up to that.
Where are his wrists?
His forearms look like logs.
Also, he doesn't belt his shorts at the waist, he has them at the hips. It would help to show off his inevitable abs.

Here he's wearing them at the waist. Some depictions, like the original one in the jarate comic, depict them at his waist level, which concurs with the first time he jumped out of a plane. The catch-up comic puts them at his waist level, but the sketch of him is weird in that one. So really it's up to the modeler.
I like the voice acting in that. Very close to the originals.

Then again, if your short isnt specifically aimed to depict something in the very tf2 universe, why should the voice acting match the original characters?

To me personally, it feels weird hearing other voices when the characters are talking. Seeing as one is so used to hearing the original voice actors.

it might be a variation of an expectable scenario but it's still those characters, even if finding voice actors is hard there's plenty of well established youtubers with a decent impression he could have gone to instead of just mustrigger who comes with every bronze package tf2 voice acting pack.

It'd probably sound a little better with some post-prod tweaking to the recording to better match the official Soldier's vocal pitch.
(Or better yet, not relying on one person to provide impersonations of so many distinct characters, but such is fan projects...)

his abs look like this belt is forcing his stomach up, you should make the 6 pack more visible (instead of fitting it above the belt, make it look like half of his abs are covered by the belt/pants.
couldnt hurt to normal map his arm muscles similar to the heavy lifter and give some on his upper torso/lower neck

I think you're kind of going backwards in this direction, as it kind of makes him look fatter instead of more muscular, not to mention that it sort of emphasizes how small his torso is.
Something that always bothered me about the Saxton Hale model that one model that is used on VSH if you have any of the classes use the spy voice command on him they will always yell " That Soldier is a spy " is it because they needed to hard code Hale's model on Blu Soldier's place? Or is it because the model is originated from the Soldier's model?

They probably did it because it's easier to set a soldier to have an insanely high health, high damage HeavyFists, and to use a custom model+sounds then it is to code a whole new class.

AFAIK there's no way to 'create' a new class/team for custom gamemodes, you have to override one class from a team, so pretty much everything of that class has to be broken down and removed or otherwise left in. If i remember, hales get their special ability like jump and rage simply because they equip a modified version of the mantreads which allow them to do so
