Typically Hale replaces Soldier, however they grant him a bunch of abilities, mostly via heavily modified and loaded up mantreads, and then a lot are some tricky gamemode modding, such as taunt kills and backstabs doing only 1000 or so damage, and letting a Soldier use enemy teleporters.
Same shit applies to every other possible boss. They need to rig it to someone, so that's how it rolls. Soldier is just the most ideal skeleton for Hale. You could consider Heavy's skeleton so he actually punches people rather slapping them with his fist (shovel anims), but then Hale would have short stubby legs. Soldier is an all rounder.
It'd be interesting if valve implemented a system to have a teamless blank character for modding use. Just slip it into the files one day and tip off to someone they could set it up. Would make for some more interesting mods where both teams fight one person aswell as eachother, and without the limitations of working off a class.

My best suggestion is to go to Fanfiction.net, filter out everything that is incomplete and of the romance genre (unless you want to drown in Heavy/Medic and Sniper/Spy, of course), and sort results by reviews. :v:

Damn right!
It's funny how paradoxically Team Fortress invented headshots, which is what ruins a lot of modern FPS games for me. Headshots is pretty much the game telling everyone it's not afraid to give more skilled players a free damage bonus on top of their ability to land most of their shots, it makes the game less accessible to new players and less fun to just play casually. TF2 is beautiful in that it blurs the line between skilled players and less skilled players - of course it's impossible to fully remove, but even as a pro on a Valve server you will die.
/also interesting to note how Mannpower throws all that out the window and 100 killstreaks aren't unheard of
