In fact, I'd argue that the opposite is the case. Each time a headshot is registered, there are a particular string of events that must take place beforehand in order. The order changes based on whether the Sniper has a direct visual or is anticipating an enemy entering his line of sight. In the former case: Visual contact, enter scope, movement is impaired and jumping disabled, scripted delay between entering scope and headshot registering, trigger pulled without being jarred. All of this happens in the span of about half of a second, and typically that time isn't sufficient to make a substantial dent in the Sniper's liveliness, but it gives enough time to hit him a couple times in hopes of throwing him off completely so you can break that line of sight and exploit his weaknesses. In the latter case: Enter scope, movement is impaired, jumping disabled, tunnel vision engaged, time passes, visual contact, trigger pulled without being jarred. The obvious candidate here is the tunnel vision, and some maps are a bit too lenient on this. That's a map problem more than it is a class problem. A map with that same problem is going to be easy to lock down with sentries and explosive classes, alternate pathways and sufficient cover make for interesting skirmishes in most terrain. The counterplay here is to blindside the Sniper, avoid his sightline, or spam him out and force him to retreat. Every class has weaknesses that can be exploited. Sniper's weaknesses are that he's vulnerable when he's most-damaging, his most-damaging can only deal at-most 150 when under pressure, and his health pool is low enough to be quick to dispatch and cannot hold his ground well. Technical skill notwithstanding, every Sniper player has to cope with these penalties in some way or another.
I'm not talking about snipers though. They handled them excellently in TF2. I'm talking about how paradoxically Team Fortress as a series came up with the mechanic that is the scourge of FPS nowadays.

Games don't' happen overnight, so there was definitely some overlap during their development periods where it could be reasonable for either of them to be the true father of the mechanic. Sniper and Femgie here are members of BLU's Alpha squadron, so those ugly little scribbles are supposed to be alphas.

I just found it funny that he felt the need to shout every time he shot someone. I mean I never did that not even when I was little. You can't help but find a little weird.
