Random crits still are the biggest issue of valve servers. Yes, an ISSUE that has been there for too long.

random crits are a necessary evil
true skill based battles on valve servers would be awful with all the newer players mixed in with not so newer players so there's a random chance they can win a game without actually having to put in any effort, and therefore they'll think the game is fun and want to spend more time (and ultimately money) on it
Predicting crits is a skill
You use it by recognizing foes and their performance, and always having a backup plan.
It feels amazing to predict your crit chance high enough to be able to survive and take out enemy spearhead in an otherwise suicidal assault, who were reckless enough to let my ambush happen

From what I hear this is much more true in Dota 2 which has a more refined random crit system. The longer you go without scoring crits, the higher chance of scoring a crit you have. After firing your crit off, the crit chance resets.
In TF2 it's more about expecting medics's melee to always have a 60% crit chance, same for engineer. The rest of the weapons/classes don't have their ramps set so that they'd be really predictable.

Except you can't predict crits. They're random. That's why they're called random crits. Because they're random. You can't predict them. Predicting something that is random isn't possible.
This isn't a MOBA where crits can be used once and then have a cooldown. They're literally as "random" as they can possibly be.
