It doesn't take much to figure out what are the best and easy way to make that kind of drama, it all ends up in execution and production.

Drama ought to be between the mercs, not with a shitty OC or robot OC or "look this sentry has feelings"
There is no need to invent characters to create drama with if you already have 9 varying personalities you can use to the fullest.
imo usual TF2 drama videos don't really work because every character is a macho psychopath motivated only by money (if even that), in a universe full of apathetic morons. [I]Everything [/I]is played for laughs, you can't up and make us start feeling bad about robots dying, or about Scout being depressed because he has to go out and kill people even though he routinely brags about doing so and clearly enjoys it.
Of course, that's just because every TF2 drama video is about someone being depressed, or melancholy, or lonely, guilty, or something like that. You could totally make a more serious video that's more action oriented and it would work. Frankly, I wish we had more serious videos like that; almost none exist, other than some of the Meet The videos, Expiration Date, and Live or Let Spy.
But Drama is more than simply "[I]my bad feelings[/I]". drama covers a variety of elements such as tragedy, sarcasm, dark humor, etc. hell, the tf2 comics have been pretty dramatic so far and you can still let loose a lught every now and then.

My guess is they forgot to edit his voice last year and they decided to just keep it unedited
if you compare his actual voicelines ingame to his contract and doomsday ones you can tell that it's completely different
