No manpower to work on it probably. Yeah it probably wouldn't take long to do, but the number of "minor things that wouldn't take long to do" to improve the game is very long, and the TF team has their priorities.
Not first, but one of my first was a Strange Minigun (back when the first wave of stranges first came out) that I traded for Earbuds.

No, my appreciation for TF2 is much deeper and more long-term than a flash-in-the-pan joke. I've been playing this game for years and forged countless important friendships and memories in doing so- TF2 as a whole has a lot more weight and meaning to me than, say, a single joke about the number 102.

After placement matches your elo is shown to you (center of the range, actually). That's it. Theoretically, elo should be certain enough to show it to you. So, you can get proper mmr before finishing placement matches, especially since tf2 uses more placement matches than csgo. Or, if your results were random enough, you still can have an uncertain elo even after placement matches.

It's easiest to understand if you know they're not here to really play TF2, their fun is specifically in finding and abusing exploits/bugs, and often automating it. The only reason they'll choose TF2 is that it's a game they used to play but got bored of.
Seeing as how strangifiers already exist I imagine it would be trivially easy to do and they could throw them in a crate to get some extra key sales.

We don't know what is actual threshold for 'high-uncertanty', but it doesn't mean that they all have to finish all placements. Maybe one person with 9 wins is enought to give you more than 0 mmr for win.

My first strange, I wiped off all assists and ubers and put a Allied Healing part on this recently, also applied the killstreak with Hot Rod, like most of my Stranges.
This had 13.2k assist before.
i'm glad im not the only one that resets a weapon's counters if you add a new strange part to it.
A narrow rating happens when people play a lot of games. You don't have one if you only play 10 - we are talking 50 or so. Someone still doing placements can not have played 50 games, and is thus considered new and has a large gap between the ratings - unless they lost over 41 games, which I think is fair to assume is not the normal case.
As far as the rest of your speculation goes: No. I can say this by my own experience, we had matches where we only had 4 placement fellas and we still received 0 MMR. Comparing this to the match we had yesterday where I had received MMR twice(!) despite some people still being placement fellas, I think it's fair to assume they either adjusted the system or the rating becomes less narrow the more time passes without you playing.
I reset 5.6k kills on Iron Bomber recently aswell, got Damage Dealt, Pyro's Killed and Not Crit not Minicrit kills on it. Trying to get Damage Dealt on all of my favorite weapons.
and here i'm the only one who uses map filters to lock their kill numbers

Scattergun, but I can still remember the exact moment I unboxed my Strange Rocket Launcher and the moment I got it to Hale's Own.
Been seeing on reddit that people have been getting kicked with the message "removed from match by system", and that it's Valve trying to stop the bots but it's not working perfectly.
I think I had a botkiller grenade launcher at some point, but I must have sold it or something. My first real strange was a Tomislav (which is also long gone sadly, got a fair number on that and I can't remember why I bothered selling it)
