FAN is good if you know how to use it.
Maybe, but it limits your abilities - it completely changes the way you have to play scout, because the knockback from the shot might screw your dodges up. Combine that with the 2 shots per clip and the slow reload and you've got yourself a lot of tradeoffs for that little bit of extra damage.
