Generally how canteen replacement works are 1 model with with different parts that are alpha'd out like ikes already mentioned, but if you are inclined to do so you can make the "activated" texture paint-able and maybe include gems inside of the chest for it so that it can match the different canteens, however it will most likely not be used.

so if you don't want to waste your time with that idea, 1 model and 2 textures is usually all you need. Do bear in mind that regardless of the situation, being uber-charged will break it as do most cosmetics with alpha.

I don't think you should rely on texture alone for the feathers on his head. They could really use geometry there, even if it's just some layered polygons. Also all the painted-on feathers would benefit greatly if they had some normal mapping to give them some heft.
Some variation would be great, too (gradients, colour variant, etc), but I'm assuming you're not done with the texture yet.

I had someone else handling the texture so I can pass on the feedback. I'm out of tris on this one so i can't really add anything to the crest.
The current texture is emulating the way the texturing was done on Archimedes

You should make the bottom of the net curve with his shoulders so its not just floating horizontally, if that makes sense. Mosquito nets arent useful if theres a giant hole they can fly in, also it just looks awkward. Also also, you should fix that tiny bit of clipping with this quiver strap.

I think that although yours looks more like a real life tree frog, the second one's chunkier look feels more appropriate in the TF2 universe.
