I was wondering if something like the below video would work for this pack perhaps. It is a maori war dance. It is something that I started working on last year but didnt continue due to work overload.

I dunno... hakas are a pretty specific part of their culture, and a big point of pride for the Maori, so I'd be really careful about wanting to incorporate them. I'm just not certain it's the sort of thing that makes sense to add to the TF2 mercs, or that it's in terribly good taste - it kinda feels like it steps on a few toes here and there, if you know what I mean.
Now yeah, we do already have the stereotypical Native American headdress items in TF2, but those are already pretty borderline in terms of being kinda cringeworthy and in sort of bad taste. Not saying they're a complete travesty, obviously, but they do kinda lean to the tacky and slightly uncomfortable end of the spectrum - not enough to be a problem as is, but definitely not something to be proud of.

I think you're making too big a deal of that... its a cosmetic based off a dance which originated in a certain place, its not slanderous...
I'm Persian and the Persian Persuader doesn't bug me one bit, even though it's of an Arab design and not even remotely similar to an ancient Persian sword, so technically it's worse than the Maori taunt.
It's a cartoon video game. We shouldn't be so problematic about it. Chill out and just have some awe over human accomplishment rather than be afraid of "appropriating culture" my mimicking a dance.

Cultural appropriation is a problem when it targets the weak and disadvantaged, not when it targets the strong.
The Maori are a people who have suffered pretty severely at the hands of Europeans, who have faced racism, the systematic destruction of their culture, and generations of poverty and political disenfranchisement. They became second class citizens in their own homeland, ruled over by foreigners who didn't share their culture, religion, or way of life, and whom actively tried to rob them of those things.
The Persians? Not so much. The region has been ruled locally for centuries, and the Persian peoples have been amply represented within their own countries and societies. They aren't an oppressed minority - they are in fact an oppressive majority, historically discriminating against various peoples such as the Kurds and the Azerbaijanis.
In comedy, there's the philosophy that a good comedian doesn't "punch down" and make fun of people who are powerless or repressed - it isn't funny. Instead, you "punch up", and make fun of the people who are at the top of society, because they're in a position to take being mocked in stride. Making fun of the President of The United States of America is fine, but making fun of a mentally ill homeless person is absolutely not.
The same sort of thing applies to cultural appropriation.
Giving a Soviet Ushanka to Heavy isn't particularly offensive, both because the Russians are a major power in the world, and because the Soviet Union isn't actually a thing anymore. But giving him a feathered headdress to wear instead actually is kind of offensive - most Native Americans are still economically and politically impoverished, and their cultures have suffered extensive and irreversible damage. They're still effectively second class citizens in many places, and they still suffer from racism and societal discrimination.
The concern isn't that it's stealing culture or whatever, it's that the Maori are very protective of their haka dance. They have never like tourists taking pictures, videos, or imitating it. They even had a legal battle with the very popular New Zealand rugby team who do the haka before every game.
