Soldier's Stash (uncraft, no less) with the FDU? Makes no sense at all. Only strange to squeeze more keys out of it.
The Liberty Luncher is probably the worst rocket launcher you could use to build buff with the Battalions. The damage is pretty damn pathetic at semi-long ranges (I should know I've been using it lately). Why not just stick it with a Strange Black Box? Oh wait, he's probably out of metal to buy one, and a normal one would look too out of place and wouldn't be as "profitable."
... Of course then you get a unique Disciplinary Action, which somewhat proves my point of not being able to get a Strange Black Box.

I know for a fact that some people ask more when it's for example a level 100 TC, they usually get a refined or 2 more. But on vintage hats it turns into a few keys..

TC's are still being actively created, vintage hats are not. There are only so many 42, 69, 99, etc levels of vintage hats available.
