If someone sends me this link, I mock them until they unfriend me (and use Steam's report feature which seems to do nothing).
For your question however: I think you just make a thread over on the SteamREP forums and post evidence/follow the template (SteamID etc of the scammer). Could be wrong but that's the format of reports I've read so far at least.
