Goodness knows why they don't just link to another site they control and then subsequently link to their steamcommunity site from there.

If it's the Zoey that is obsessed with leveling her profile, it could be new inventory item notifications. I recently level'd up 2 levels for the hell of it and had 15 notifications cause of the backgrounds/emoticons/coupons.
So if that was 2 levels and she's lvl 251, she probably has a stack of new items she doesn't bother checking.

In the realm of those obsessed with Steam Levelling, she's one of the famous ones.
