No, it's called knowing your audience. Nemu's also has a 24/7 payload server, which I've played a bunch of Cactus Canyon on. I don't know what exactly got Jill into Valve, but his TF2 and server management experience might've been a part of it.

He also owns a Payload server that is always full at later hours.
Speculation: They're finished with the update and Jill is taking some time off to play TF2 and wait for the week to start.

it's an extremely common thing for employees to be former community admins..
they have no obligations to give it up either

Tf2 update changelist
-Removed Scout
-Removed Soldier
-Removed Pyro
-Removed Heavy
-Removed Demoman
-Removed Engineer
-Removed Medic
-Removed Spy
Reason why cp_5gorge was on the official Valve servers could simply be that the servers run basic default maplist that comes along with a fresh install. Servers automatically switch maps if there are no players on them. Then if no games are played on those servers, they simply show 5gorge and other maps on them with no players on.

There is no crunch time if there's no deadlines. Especially at valve, where even if there are, they can be pushed forward indefinetly.
