Bolt healing is very high and significantly out-heals the Medigun when the target is in combat. This might be okay given the trade-offs (risk-vs-reward of ranged shots hitting and the opportunity cost, no overheal). However, it's also the fastest way to build Ubercharge - under the right conditions (e.g. corner damage farming with the Medic behind cover).
Changes:
Ubercharge gain rate reduced in the same way that the Medigun's healing (and therefore, Ubercharge build rate) is - based on the last time the target was in combat
Reduced by a third when 1 - 10 seconds outside of combat, and scales up to normal over 10 - 15 seconds
Ok rip arrow building then, the katana damage would count as "in combat" so you'll get the minimum amount of ubercharge from arrows
Edit : Actually no. Medigun building 0-100% is still 40s and arrow building is 17s, so a third slower would be 23s, still much faster than medigun charge. I assume that's what they mean by "reduced by a third", 33% less ubercharge build.
Another thing:
Judging by the "flare pyro" buff sniper got on the danger shield, I bet that flare gun leak is real.
I'm sorry, but I haven't kept up with the thread in a few days and I quickly looked through the last few pages. What leak are you talking about?
I have a feeling that for the actual update we'll get a fuller list with a ton of weaker weapons getting buffed into viability or near-viability.

What leak are you referring to?
I am going to miss the Sandman Guillotine combo so much.
It was the most fun gimmick loadout the scout had.
I cant believe Blackavar was correct
RIP bison?
Aw man, they forgot about the Bison and the Claidheamh Mòr.
I kinda wish they'd stop pussy footing around with the dumb spin-up penalty the heavy never needed
This is probably the most well thought out balance changes Valve ever made, changes to the panic attack, razor back, dds, your eternal reward and mantreads are particularly interesting
I'm rather skeptical on the dead ringer/ambassador changes, not sure whether to say the change is unneeded or it's too harsh
Thankfully you can stop complaining about the damage/accuracy rampup on miniguns now

holy fuck i just remembered that. thought it was the most out there optimism possible, wasn't really serious (hence the rainbow explosion).
..bahahaha

This might be the closest we get since now revving up essentially removes it outright
Aw man, they forgot about the Bison and the Claidheamh Mòr.
"This is not the complete list of changes. Some items (and classes) are still being worked on, and are not ready for review."

Nah, I think there's still hope.

We now have to hope that the update starts on the fourth and that it's a 4 day update
Fists of Steel- Instead of giving it a downside for its niche we decided to simply gut its niche completely.
Base jumper- The tf2 playerbase cant aim, these changes should make it so soldiers using this go from easy targets to free kill on every class with access to hitscan.
Flying guillotine- Removed the only reason players use this weapon.
The rest of the changes werent complete garbage, although it should be mentioned that weapons they completely gutted and killed in previous updates , phlog, claidheamh mor, tide turner, righteous bison, axtinguisher, caber, etc. remain in the garbage heap without any changes whatsoever. A lot of these changes show valve is somewhat capable of nerfing something without completely gutting and killing it and the playstyle they may have provided.
I have no complaints on the changes. Thanks, Valve. You're finally shipping a well thought out update.
Unpopular opinion: the ambassador was not OP/nerfworthy
Also, you were right there Exor, Heavy's items were nerfed for the third consecutive time.

These weapons were banned in 6s for a reason, you know.
mmm yes valve gimme those balances yesss
except everything about heavy is terrible other than the fists of steel change, and now the eviction notice really is a diet GRU when all i want to do it stick to enemies like glue with that on-hit speedboost and higher swing speed
RIP bison?
Also they're finally making the Sandman less awful to fight against after about seven years now, thank God.

It doesn't say that they removed the on-hit speed or the faster swing speed.

6s ruins fun weapons.
Pocket pistol actually seems pretty good now
Is anyone else confused by the sandman short range - long range thing?
Those Bonk/Crit-a-Cola/Flying Guillotine changes.
Delicious Scout main tears.
Also thank fuck for the Darwin's Danger Shield changes.
Snipers using that were absolute cunts to deal with.
The Buffalo Steak wasn't mentioned either, yet it's one of the most awful weapons out there.
Vita-Saw might actually be a balanced meta weapon now, used when everyone else is dead and the medic is about to die. medic goes in, gets a couple of hits, and suddenly they're about even in uber when the medic respawns. instead of how it is now where a bombing soldier jumps in, killing the medic, only for the team to have uber advantage when they respawn because dumb passive gains
Notice that it says it was posted by "Valve" not "TF2 Team"
probably nothing but I haven't seen that before
The atomizer change was almost identical to some idea i had last week i hope it ends up being fun
