I bet Obsidian's not going to even bother with animations aside for the ones related to the new weapons.

I'd be okay with them using the Gamebryo engine under one condition, they redo the face rendering part. Not only are they terrible, but almost every face is a preset/slight change. Take Easy Pete for example, he looks identical to every other old man in the wasteland, even Tenpenny, just Tenpenny decided to shave.

to actually help you; the slave collar is from the BoS. If you go to their bunker without veronica's quest they make you do a task for them and give you the collar so you can't leave the area
