Far Cry 2 for usability.

The unreal editor is pretty cool, so is sandbox for crysis, but I hate hammer really really much.

I've used hammer before and I can't stand it. But again, I don't hate it because I realize it's old and compairing it to a newer editor like SB2 isn't exactly a "fair" comparison. But in question on which one's better, I greatly prefer SB2
SB2 was buggier for me than Hammer. It'd get tons of errors with textures and AI paths on my maps.
Oh yeah, forgot about G.E.C.K. That's pretty alright.

Empire Earth has one of the best map editors of any RTS game I've ever seen.
I've used the editor for Build (Duke Nukem 3D, Doom, etc.) and I must say that it shits all over Hammer, fucking biggest piece of shit ever. Now Unreal Ed, that's the best. Also Sandbox sucks.

For instance, in SB 2 you couldn't create an underground military base with a completely custom layout without making a shit load of models. You can do that in Hammer.

I don't know where people get the idea HAMMER is a good map editor. Use a real map editor for once.

It may not have all the features of a editor for game like Crysis, but it is more than capable of producing great maps. Now all Valve need to do is move away from he BSP system and we might be able to have fancier stuff in out maps.
