GEM Editor for games like Faces of War and Soldiers: Heroes of WW2 is really open and has alot of options. Things like changing the scale and color of objects and then, with a single press of a button, being able to play through your creation.

Sandbox 2 is pretty good. But I map in Hammer mostly.

It's not that tough.. The empty black space is solid, and the blocks that you create carve out from that solid space. So if it isn't solid, you can walk in it.
And I have used Torque, Hammer, FC2 Editor, and UE3.
I primarily use Hammer for it's simplicity and because I have learned the most about it.
Torque is alright, graphics aren't that great and it would be tricky to create something that looked great in that engine.
Far Cry 2's editor is alright, it doesn't allow for custom content, so I usually don't map for it, although I do know how to modify .xbt files to create new textures or reskin models, I just need someone to create a repackaging utility.
Unreal Editor 3 seems to be the best editor in terms of graphics and versatility, but I don't map for this often, only because I don't want to deal with modeling 75% of my map and more advanced parts of the material editor can be confusing.
I like the unreal editor, i've only used the ut99 version so far and it's the first map editor i've ever used. Never made any serious maps though, just made a few maps to test some things. The reason I never made any real maps is lazyness and lack of good ideas.
I tried using Hammer editor, but I gave up after a few tutorials. Having to add geometry to an empty world while making sure there are no leaks is just retarded, unreal engine handles it way better. Maybe I'll give it another try after school is over and I'll have more time.
Then there's Sauerbraten. It's pretty awesome and you can make maps really fast, but you can't do any complex shapes. Useful for making quick "sketches".
FC2 was the easiest, but it was fairly limited. Sandbox 2 takes some getting used to, but then it's pretty damn fun. Hammer's fairly easy once you get some of the basics down, but it doesn't always look the best.

Hammer for its' freedom.
FarCry 2 for its' simplicity.
Warcraft 3 for its' potential.
Only reason I like hammer is freedom, otherwise sandbox2 is more than likely my current favorite, the ability to press a button and instantly get into the game to try shit out is something I think all map creation programs should have.
For large open out door environments esp islands the crysis editor seems to be fairly easy. For urban inner city and underground complexes hammer is the better editor. As for which one I prefer I will go with Hammer because I normally do the urban environment or maps for Gmod. Part of my preference may be because I started with the old woldcraft editor that came with HL1.
