Well I was going to try and get a finalized first revision before posting this, but I keep getting stuck, so fuck it, we're doing it live.

Also if the fade to transparency idea sucks I'm just going to make a frame around it because I don't want them to be too wide compared to the pistol icons

I really like the premise, though I'm unclear of how this will actually be made. Once you've written it all up and have all the ideas/story in place, how will you go about making it?

Well I'm trying to find out what would be the best course of action to take, and as for how I will do it? with help of course.

I'd say that making this as a total conversion mod for a GTA game - either SA or IV - would be the best idea. You wouldn't have to worry about the engine, and all of the GTA games are very moddable.

Those aren't hills, they're bumps.
Keep us updated on this, I know you mentioned it on Steam to me and I expressed a huge lack of interest but now that I've seen those astonishingly huge Texan hills my interest has been restored.
Be sure to make the Houston roads look like this

If your going to make such a big landscape, might as well include Helicopters and Jets as useable vehicles, and, if you can, make destructable environments.

Decide on an engine, then start making the map. The map is the largest piece of work, and the piece of work that will determine whether the game is orgasmic or shit.

I understand, the map is the foremost priority for me, and I don't know which engine can support a 10 x 10 km map of at least GTA SA quality and open world game play because the last thing I want is loading screens

unity can. well. i mean, you'd have to write it yourself mostly probably, but you definitely could do it.

I can confirm I live in Houston and many areas have roads of equal quality to this. Also the OP's description of Houston is fairly spot on, about the black population and oil stuff on the outskirts. Most of the chemical stuff is to the south east / east sides of Houston. Downtown is really awesome here. It's probably the least southern city in the south.

the Arma 2 Engine is too old and shitty
The new landscape features of the UDK might work for you. They have a fantastic LOD system, so optimising it wouldn't be a problem.

Don't do any art assets now. Make a working game first.

Can it support a map to the scale I envision?
you could have loading screens when you enter and exit cities, and the highways and stuff could be separate maps

I'd love to have a huge free room game set in a huge desert or somewhere with huge fields (Nebraska and whatnot). And it should be set in the 21'st century. Something like a mega-scale San Andreas.
Driving a sports car down a seemingly endless and empty road in the middle of a desert/corn field. That'd be awesome.
