Just undock and stop your ship. You can redock if there are people waiting to kill you outside, unless the station's a kickout.

Just got into small time PvP practice with Red versus Blue corporations, and it's pretty fun... but I'm just getting popped all day. I wasn't doing shit in a Punisher so I switched to a Rifter and have a little more success. However, I still have never won a fight...

Other than needing full rigs/T2 guns, is there anything particularly bad about this build? Right now I'm engaging in 1 versus 1 frigate battles, and am getting owned by Merlins, Incursus', Punishers, Tristans and other Rifters left and right.
Are my tactics lacking? I orbit at 4000m, scram, web, afterburner, fire all weapons and pulse the nos.
I rarely get the enemy's shields down.

It's not that I'm lazy, it's that I just don't care. Dedicating several days to skills to set up command centers to get cars and lego blocks seems hardly useful to somebody who doesn't need to use planetary interaction to get materials for manufacturing a small range of [I]useful[/I] objects.
