Actually, I would advise new players to not mine. The insurance changes are causing mineral prices to drop like a sack of bricks, and mining is becoming less and less profitable by the day. Just go mission instead.

I don't think anyone here can give you a straight answer to that. Just ask yourself if you think a second account is worth it; I suspect most EVE players would say yes, but it's an entirely subjective thing.
If I were in your place, I would start another account. But as I mentioned before, I'm an addict... my actions may not be rational.

hmm what could I do, and whats the quickest way to get there in regards to skills? Train mining up to 4? 5? Industry and refining up? train gallente industrial ships? planetary interaction?

Who are you kidding? mining is great for regular ores atm, but its making arkonor and bistot less valuable, down from 8k, megacyte's gone to 3k! its unbelievable, but the pyrite/tritanium stays the same.
Also needing a second charatar to go to Amarr homeworlds for you to get skillbooks everytime you need them is pissing me off, because the contracting and changing is hard because I automaticly do things from habit

I got evemon and I still have to plug all the skills in manually.
I would just look at the bonuses each skill offers and the training time for them, and then weigh the pros and cons between training each one before the other, and vice versa, and whichever I think is best, stick with that.
Anyone got some tips on making money for a beginner? Mining is getting a bit dull. I've been looking at buying and selling goods, i.e. buying stuff cheap and then selling it eslewhere at a more expensive price. Is this a good way to get money?

Speaking for myself, I would not want to train an alt as a miner. To make it even remotely worth the time, you need someone hauling for you. It's the only way you can make any decent amount of money. If you put the character in a mining corp, that problem can solve itself, but the two mining corps I was in when I first started made very little money.
What I would do is train the alt as a mission runner, and look into R&D agents. In addition to the normal combat skills you have to train to run missions, you'll need science skills for R&D. Build standing with an NPC corp that has good R&D agents and farm datacores while you run missions, since research is essentially a passive thing. Typically, you need to find another corp for R&D, as the ones with the best R&D agents do not have the best combat agents (if they have any at all).
If you do this, your main is freed up to do whatever you want. PVP in low/null, rat, plex, anomalies, wormholes, etc while your alt runs missions and sells datacores to keep your income flowing for when you take losses.

To be fair, if he hasn't sold either of the plexes yet, then 5 million in taxes can seem like a lot of money to a new player.
If you don't have the 5 Mil to put them both up for sale, or 6 Mil if you're asking for 600mil, I can loan it to you. Cash is pretty tight on my end too, although It's slowly going up thanks to Station Trading

I recently have gone back into trading again, I am mainly focusing on higher margin items at the moment. It's more fun than I remember...there is something gratifying about buying a CT for 70m and selling it for 100m in less than an hour.

Um, what? You realize the price of ships are dropping dramatically because of the insurance changes, which is driving the overall price of all minerals down. Plus, since there's no floor to insurance now, they're going to keep going down. Mining is going to become the least profitable thing you can do.
unless ccp decides to change that, which I'm fairly certain they will.
Excess of minerals + Lack of Rock Bottom Price Net + Less Ship needs due to War suspension = Mining to become the lease profitable thing you can do.
