Caracal is pretty crappy. It's only decent at killing frigates but other cruisers can do that better. It's good for low level missions though.
Its pretty good as a cheap mini drake, without the tank though

Well the PLEX system is more specifically geared towards people who "play the fuck out of it" Casual players are rarely going to get that kind of money often enough to pay for the monthly subscription, but people who play the game 24/7 are going to have a ton of extra ISK lying around to spend on game time.
The PLEX system roots out a lot of Isk sellers too

19 is not that far, had to jump 40 recently where half of them was in lowsec and hostile zerosec.
