No, those are Shield Flux Coils. They increase shield regen speed and reduce cap regen speed.

Increasing the boost amount on a passive tank would be pointless. But he isn't using boost amps so there's no problem there.

There aren't any low slot modules that increase shield boost amount. The only module that does is the shield boost amplifier, which is a mid slot mod. You may be thinking of the capacitor power relay, which actually reduces boost amount and increases cap regen.

So I took a stroll into lowsec with a T2 fitted PvP Harpy with Cheeseymonkey and Demonguard. After about ten minutes, we noticed a Pilgrim on scan. We simply brushed it off, and after about ten more minutes, Demonguard and I were waiting at the star of the system. Suddenly the Pilgrim scanned earlier showed up.
I was promptly warp scrambled, and before I could even react my reactor was gone.
In a last ditch effort I ejected and warped back to high sec. Fuck yeah. :frogc00l:
