.4 and below, you can get podded by anyone, anywhere (except near stargates)
.5 and above, to be podded you either have to be at war with your podder, or (apparently) be in the same corp.

you can pod anyone anywhere in 0.4, just in 0.4-0.1 you get a large sec status hit, and even egaging anyone will have the sentry guns fire on sight for 15 minutes

Just a name. It gives you like 25% or so resistance to each damage type, although there are faction/storyline that goes up to 50% or whatever, like any mods.
