The voice actors in Human Error seem to have practiced their lines (Though a few lines from Olivia seem a bit weird.), but then there's the voice acting that just varies and varies and varies. Get a Life and Dillusion are the best examples of that. Early in the beginning of the game, some of the NPCs such as Racheal, the Drunk Goth, both the Ticket Clerks and one of the Officers has some BRILLIANT voice acting, but then the quality gets really low afterwards (Especially that mission briefer and the crazy guy.) Disillusion has Winston and the guy on the first audiolog you encounter. Their voice acting is fantastic, but then everyone else has some really dodgy quality. (Harry Huges especially. ESPECIALLY.)
Script practicing really needs to be a high priority for when it comes to mods.

Some people are actually good at cold reading, although obviously it's better to practice your lines beforehand. It's possible those mods went through a script rewrite and the VAs didn't have a chance to practice their new lines, or they didn't have time to thoroughly practice all of their lines. Some people are also just terrible at voice acting due to inexperience and a lack of proper coaching.

The Citizen 2, I actually enjoyed the Citizen, and when they finished the second installment after about 2 years, it was just a massive disappointment, it was about 1 hour long and had yet another fucking cliffhanger that made no sense, and the voiceacting made my ears bleed, the only thing they improved was the mapping, but only very slightly.
I actually genuinely enjoyed 1187, but that John faggot is just annoying, can't they at least come up with a better companion with a less childish personality, he didn't even help me out most of the time, I think I'd much rather go through the mod alone, it'd be much more immersive and maybe I wouldn't have to wait half an hour for someone to figure out how to walk down a set of stairs.
Probably the Empires mod. Combat is so boring and unrewarding, building is boring, commanding is boring. I'd rather buy another copy of Battlefield 2142 and play that instead. The community is also a giant sack of eliteist assholes who will cuss you out if you even do the slightest thing wrong because you haven't been playing it since release every day religiously just like them.

1187 wasn't THAT bad. Sure, the mapping was pretty bad and the voice acting was mediocre, but you have to give them credit for the scope system and the car. Plus, near the end, it got intense with the Vortigaunts dropping from portals and shit.
In my opinion, WWI Source is pretty bad. The models are awful and the gameplay is what you'd expect from a WW1 mod - sitting in a trench and trying to poke your head out until you either get shot or gassed.
Situation Outbreak, too. Bad models, bad sound, bad gameplay, bad everything. Don't know why it got so popular, even ZPS is better.
And Perfect Stride Continuum. Sure, the gameplay was unique, but there was one map and almost no explanation for how to play. After you figure it out, you either end up doing really well or failing miserably.
I was pretty into 1187. Never got past the mansion though, that was tough as piss.
Also, Human Error was awesome, what are you all on? It's probably the best mod so far where you play as a CP.
1187 had some potential. Too bad the mod had little direction. I always found myself getting lost, especially in the sewers and the subway tunnels.
I didn't like DIPRIP Warmup too much.
HL2: Substance
A crash-prone trainwreck of a mod consisting mainly of the standard singleplayer campaign slightly modified with tacti-cool weapons, content shamelessly copied from MGS (in what to me appeared to be an attempt at cross-breeding the games for some odd reason), massive difficulty imbalance. It was quite fun to fuck around with for a while though.
This was a few years ago, not sure what happened to it after that.

You're 100% correct about its core community (a lot of those are admins on the official servers too so if you try to experiment you're often up for a boot), but I really like a lot of aspects of it. It is indeed very similar to Battlefield 2 & 2142 but that's an argument in its favor if anything, and the RTS-aspects that the commander role of those games create is capitalized on in Empires with features like base/fort building (which is complex/free enough to add an ocean of depth to the game), the resource gathering, the tech tree and vehicle customization system.
Admittedly I've never really become one of those players experienced/advanced enough to play a decisive factor in the game, but I've sunk lots and lots of hours into Empires.
I would say Zombie Panic Source, but only because some of the mechanics are seriously unnecessary. I mean from a third person view it looks like an awesome mod but when I'm actually playing it I just feel like I'm wasting my time. I've uninstalled it many times after being just plain disappointed.

ZPS is weird for me, whenever I play as a zombie I'm like "What the fuck, the zombies don't really stand a chance at getting near the humans" and when I play as a human I'm thinking "Bullshit, these zombies are overpowered, like 6 headshots with a pistol to kill one?"

In my opinion the most best part of WW1 Source is how it not only captured how hopeless trying to move forward in WW1 was but they also made it hilariously fun to bayonet charge and get mowed down with machine guns.
(Played on a server with the Devs a few months ago and my entire team kept charging. It was so fun)
