Yes it's yours, also most likely he would send it to you as soon as you win, meaning when you wake up in the morning and log in to steam, if you won it should tell you that you have received a gift.
If it goes sour, (not online and I cant get your email) I can "gift" it to my email then resend the gift to someone else.

When the winner is picked, the giveaway creator can see his email address - and then send the gift there (:
