I wonder if shortening the maximum length of the draw would help, as well as perhaps lowering the amount of points handed out (to perhaps 1/4 what happens now) so that people wont just enter utterly everything that is up there.

Hardly bad luck, think about the fact if 500 people enter a comp (Pretty common for anything other than Half Life related stuff) you have a 0.2% chance of winning.
Some guys even loose more that 200 giveaways. Have patience, no one will stay without a win. Even I though I won't win shit, but hey - after 96th try I got myself Deathmatch Classic.
