Swap one of the SDA's for a plate if you want more EHP. That was you aren't sacrificing any ECM ability. Also to whomever asked for the ISK to buy this, this thing is damn cheap.

training from the book takes them to level 1, while from character sheet you can train them higher.

You can't transfer between stations, you need to physically go there.
Click the big vault symbol on the left. That's the Assets tab. That shows you a breakdown of everything you own system by system and station by station. You can use a search function to find it if you need to.
