Supreme Commander, it's very fun, lot of strategy involved.
If you just want "base" building with little to no combat I suggest Black&White 2. Some nice city building to be had in that.
Anno 1404 (AKA Dawn of Discovery) is a very good colony/base building game.
You will be pleased, because it is simple and complex at the same time.

They will, they've said they will.
The first one will probably add Chaos.
But yeah, DoW:DC has some pretty god base building.
